As convener IAPEX Lahore 2017, it gives me immense pleasure to welcome all participants to the IAPEX mega event organized by IAP Lahore chapter. This event help us bring together Architects, students, engineers, Building industry and related allied partners together on a joint platform to participate, exchange ideas and benefit from each other’s knowledge. This year the IAPEX's central theme “Conservation of heritage-Exploring new contexts” focuses on the approach to identify what is the significance and value for the conservation of heritage. The fable heritage harbors centuries of history, culture and traditions. It holds within it the gleam architectural jewels that stands us a tribute to sophistication and artistry of human imagination. A heritage building not only reflects history but also reflect economic conditions, social hierarchy and other aspects of the society in the time it was built. But simultaneously we cannot deny the vast change and transition we are witnessing in our towns, cities, urban centers. Our world is changing, it’s progressing. There is a rapid change in man’s way of living, lifestyle, communication, transportation, building envelope, materials and technology. We definitely cannot ignore the advancement of technology and the changing world. On the same hand we cannot ignore the vital role cultural heritage plays in the general group value of a region. This year IAPEX Lahore’s theme invites the community to sit together and take the challenge to guide and discuss different means that can contribute to the study, preservation and restoration of the cultural heritage with new and modern technologies. The major activities of this year’s IAPEX includes the building and material exhibition, meaningful discussions in the IAPEX forums, students jamboree as well as professional networking on various events of this IAPEX. Conservation of heritage; exploring new contexts. “Following are the excerpts from SANDRA USKOKOVIC writings “ The heritage field of today is the theater of an unequal and dubious battle - in which the power of individuals remains great and in which the determination of a mayor, of an architect, an urbanest, or a heritage administrator can still change the fate of a monument or an ancient city. There is also a trend, which is now dominant that flies the flag of profitability; all too often with the support of governments and public collectivizes that devises new forms of valorization. Unfortunately, it is because of the people’s unconsciousness that the identity of peripheral culture is being destroyed, the elements of peripheral culture are being absorbed by the so-called "global culture“, and the intangible setting of peripheral cultures is gradually on the way of being forgotten. Architecture and the built environment are by-products of civilization, ideology and cultural processes, which therefore cannot be separated from each other. In other words, a focus on the cultures themselves is needed. Significance may lie in the intangible or symbolic, and in preservation of the craftsman’s skills rather than of the fabric itself. The concept of Modern heritage has recently emerged which goes beyond the focus on individual monuments. Such concept implies that consideration should be given to a broader range of sites, including those with associative and context value, that form the systems and networks that are traces and experiences of the processes of modernization, modernity and modernism. Thanks to the globalization that we have been able to think about and discuss heritage and conservation issues in a much broader context, connecting them horizontally beyond geographic areas. It is heartening to know that our younger professionals are conscious of the fact that our Heritage to be preserved in the modern context with the perfect urbanism setting. On behalf of the Executive Committee of PCATP (2015-2017), I congratulate the team of IAP-LC for organizing IAPEX -2017 and wish them all the success for ever in their efforts. .

It gives me great pleasure to congratulate the Lahore Chapter, Institute of Architects Pakistan, for organizing and holding the IAPEX 2017 Lahore. The chapter under the able and experienced leadership of its Chairman, Ar. Prof. Sajjad Kausar, the young and energetic Convener IAPEX 2017, Ar. Faizullah Qureshi, along with their enthusiastic and motivated young team, are confidently set to host, a grand IAPEX event. The highlight of this year’s event, will most definitely be the attendance of two internationally renowned speakers, in the field of conservation and heritage, Dr. S. Roland Silva and Ar. Ashley De Vos from Sri Lanka, who will share their views with us, making the event all the more significant. The theme for this year’s IAPEX 2017 Lahore, “Conservation of Heritage -Exploring new context” is a well selected and pertinent topic. In our (Architects) case, conservation of heritage, essentially deals with securing our collective built past, over the last many centuries, may it be ancient urban or rural settlements, archaeological sites or historical buildings, not necessarily monumental or grandiose, but also those modest works, even in the recent past, which have acquired cultural significance with the passing of time. It is evident from the changing urban landscapes in our towns and cities that heritage and identity are conservation concepts in need of change, to keep up with the ideological and political shift. The grand and monumental of the eras and people past need to be reviewed in a more autonomous manner. No longer is heritage to be singly led by a top-down approach to identifying what is significant and of value for conservation. Heritage is finding ways of broadening its audiences, accepting more than one set of memories, identities and histories in our understanding of the past and present can lead to an evolving and shared future. On the one hand the conservation and restoration of the built, must have recourse to all the sciences and techniques which can contribute to the study, preservation and restoration of the built heritage, yet it must deal with the socio economic, ethical and political, questions, like what and who’s heritage it is, or should be? What is worth saving? What can we, or should we, forget? What memories can we enjoy, regret, or learn from? Who owns “The Past” and who is entitled to speak for past generations? These are all cogent questions that need to be answered. Public reflection, debate and discussion about heritage--of individuals, groups, communities, and nations, deals with a range of contemporary activities, meanings, and behaviors that we draw from it. It is how we identify ourselves. We are seeing our towns, cities and urban centers experience vast changes an transition, being brought in by numerous private sector development projects, like large residential and commercial complexes, gated communities, shopping malls and high rise retail and office towers etc., essentially dedicated and developed by capital forces and on the other hand politically stirred mega public sector infrastructure development projects, like motorways and express roads, high speed metro bus lanes and city rail lines etc., to accommodate the same, leaving little or no space for heritage and conservation work. The question remains whether the only means of cultural communities surviving regeneration is through the marketing machine. Ultimately, the act of ‘interpretation’ and the placing of ‘value’ will be subject to the rigors of power, rather than a recognizable part of heritage. Time will tell whether our culture will find a way to survive in the face of such regeneration. It is as Architects, we can best address these questions. We must be ready to face up to these challenges, guide and support the concerned, in taking the right decisions, for a more sustainable and holistic approach towards heritage and its conservation. The other major activity of each year’s IAPEX, is The Building and Material exhibition which has now become the integral part of IAP’s annual calendar. This year’s exhibition again, has been very well received by the building industry. Most of the prominent building industry leaders, vendors and suppliers are participating in the exhibition. The Lahore chapter, owing to its hard work and promotional activities, has been able to accommodate a full house at the exhibition. The IAPEX 2017 Lahore, is expected to be attended by many, including foreign and local delegates, speakers, architects, IAP members and affiliates from all chapters and students from the various local and national institutions. The building industry related professional, engineers, technicians and other stake holders like, clients, contractors, vendors and suppliers, along with a large segment of the interested public, is also expected and keenly invited to take part in this very exciting and informative, three day mega event. I once again wish the Lahore Chapter all the success for organizing and holding a superb grand event.

The theme of the IAPEX this year is “Conservation of Heritage: Exploring New Contexts.” which is of great importance in the present scenario of Pakistan. In the last quarter of the 20th century, a new trend has emerged in re-using historical buildings; there have been attempts to create new experiences along with old ones. This has generated a new debate and requires a very sensitive approach as it is critical to strike a delicate balance .In this conference scholars are going to explore how experience of Heritage property changes, when changes are made inside or outside Heritage property. Students Jamboree which is now an integral part of the IAPEX will be attended by students of accredited schools of Architecture. This is a unique opportunity for students of Architecture from all over Pakistan to interact,exchange ideas and benefit from each other’s experience This is a very special IAPEX since renowned international architect conservator’s are also participating in this important event. This year we are expecting a very special Building Material Exhibition. The response from the leading building material producers is simply outstanding.Iam grateful for their confidence and trust. All the stalls were booked in advance. This is due to excellent team work of my Executive Committee members under the guidance of Faizullah Qureshi , the Convener of IAPEX. Architects Regional Council Asia I am pleased to congratulate the Lahore Chapter of IAP The Institute of Architects Pakistan on holding their IAPEX from February 26 to 28th, 2017 at Lahore. Even more delightful is the Heritage Focus that you have chosen for your grand event and IAPEX, namely “Conservation of Heritage: Exploring New Contexts”. As the City of Lahore moves towards a mega-city scale and culture, the need to focus, record and preserve its heritage sites becomes even more important, as is the need to focus on heritage sites in the other cities and rural hinterland as well. A contemporary reuse of a heritage structure poses questions of context, ethics and heritage as in the historical honesty vis a vis contemporary needs, responsibilities and requirements it poses. As you deliberate on these Heritage Issues I wish both President Institute of Architects Pakistan Architect Ali Zafar Qazi Sahib and the Chairman Lahore Chapter IAP Professor Ar. Sajjad Kausar Sahib along with all the members of IAP my very best wishes and hope that this Forum and Exhibition will help steer focus of the profession as well as civil society towards Exploring these New Contexts in Conservation of Heritage Issues.
